In dealing with the issue of whether or not a taking by the granting of a right of entry order is an expropriation of property, the board considered Krupa v. Camel Resources Ltd. [infra], action No. 8003-24930, in which Wachowich J. stated: It is vital, in my view, to remember that a right of entry order does not constitute an expropriation.
