Even in the Guay v. Lafleur situation, for example, it would be surprising if the remedy sought would not have issued had the ground on which it was sought been not some alleged deficiency in the procedure to be followed, but that the Minister had not in fact authorized the departmental employee in question to make the inquiry (assuming that that fact was in fact true.)
