What is the test for establishing a charitable purpose?

New Brunswick, Canada

The following excerpt is from Forbes Estate, Re, 2003 NBQB 430 (CanLII):

The Court in Daley went on to cite Re Gott; Glazebrook v. Leeds Univ., [1944] ch. 193 where Uthwatt J. concluded that a specific charitable purpose may be vaguely set out "for the court has, as regards all charitable trusts jurisdiction to settle a scheme for their administration … and it is settled practice that these schemes may deal not only with method of administration but also with the substance of the trust and define it…."
