Finally, there is evidence the lots were established on the Stright lands, some lots bordering on the water. There was a cul-de-sac established to give access to these six lots. Subsequently, five more lots were created on the Stright property and an additional cul-de-sac was created to give access to these lots. The Town of Newcastle v. Dutcher, supra, holds that the creation of a cul-de-sac also creates an inference of a public roadway. This inference is strengthened by the fact there were two cul-de-sacs created.
