54 See also the comments of LeBel J. in Chamberlain v. Surrey School District No. 36, [2002] 4 S.C.R. 710, 2002 SCC 86 (at para. 203): In any dispute about the standard of review, some combination of factors will almost always indicate more deference while others point to less deference. Indeed, at times a single factor will raise competing considerations, as the second factor of expertise is said to do in this case. As a result, it can be expected that the most frequent outcome of balancing the factors on both sides will be a conclusion that review should be on the compromise standard of reasonableness.
