One of the issues with which I must deal is the proper standard of review. The seminal decision on that issue is that of Dunsmuir v. New Brunswick, 2008 SCC 9; [2008] 1 S.C.R. 190. The first relevant principle to be derived from Dunsmuir v. New Brunswick, supra, is that there are now two standards of review in the judicial review process, namely, correctness and reasonableness (at para. 45).
