The following excerpt is from Bowes v. Edmonton (City of), 2007 ABCA 347 (CanLII):

For each house, the City’s (supposedly negligent) omission occurred on one date when a permit was given. The reliance occurred and was completed shortly thereafter, by construction and occupation. The harm occurred suddenly years later. The situation was inevitable once the last permit was issued (for a given house), and irreparable when each house was built. Cf. Meek v. San Juan Res., supra.
