What are the consequences of inadequate training for police officers and the Attorney General of Canada?

British Columbia, Canada

The following excerpt is from Walkey v. Canada (Attorney General of), 1997 CanLII 631 (BC SC):

Counsel for the plaintiffs sought an order for punitive damages, not against the named defendants but against the Attorney General of Canada. As I understood his argument it was that there was a minimum of training dealing with this type of situation afforded to these police officers. The failure of the officers to respond in a responsible manner was a direct result of their inadequate training. I make no comment on the training of police officers. I am satisfied this is not a proper case for an award of punitive damages. Vorvis v. Insurance Corporation of British Columbia, 1989 CanLII 93 (SCC), [1989] 1 S.C.R. 1085. Summary
