Is the Attorney General vicariously liable for a tort committed by a police officer?

British Columbia, Canada

The following excerpt is from Chambers v. Lyons et al., 2000 BCSC 963 (CanLII):

In Kirby v. British Columbia (Attorney General) the court said at para [4]]: I note at the threshold, that pursuant to s. 11 of by the Police Act… the Attorney General, on behalf of the province, is vicariously liable for torts committed by a constable (and these include members of the RCMP under s.14, which applies here). (at par.40) It appears that no question was raised as to whether the defendant was correctly named.
