In Shen v. Tong, the court ordered the stepfather to pay full child support but required that this child support obligation be reviewed in one year. The facts that justified this one year review do not exist in this case. The biological father lived in British Colombia when the marriage ended and he was ordered to pay child support. Sometime after this order was made, the father stopped paying child support and moved to an unknown location in China. The father was a Canadian citizen and there was evidence that he had been visiting Canada.
