What is the meaning of the words “permanent basis” and “for a significant period of time” in Chinese law?

Ontario, Canada

The following excerpt is from Kanafani v. Abdalla and Hashan, 2010 ONCJ 185 (CanLII):

[35] The words “permanent basis” and “for a significant period of time” must be read conjunctively. The longer the period of time, the more likely it is that the situation will be considered one of permanency. See Sui v. Tang, supra, at paragraph [53].
