I accept that it may be in the public interest to accept a late-filed complaint where a complainant has shown that the delay in filing was the result of ongoing efforts to negotiate a settlement of the subject matter of the human rights complaint: Cheng v. Scenic Fashion, 2004 BCHRT 312, para. 6.
