What is the test for an adequate investigation by the College of Registered Nurses of BC?

British Columbia, Canada

The following excerpt is from Complainant v. College of Physicians and Surgeons of British Columbia (No. 1), 2020 BCHPRB 108 (CanLII):

Review Board Decision Complainant v. College of Registered Nurses of BC 2010 BCHPRB 6 guides me in determining whether an investigation is adequate. An adequate investigation: (a) meets a standard which can fall short of an exhaustive or perfect investigation to be adequate; (b) is guided by how serious a complaint is in terms of asserting serious harm to a Complainant; and (c) demonstrates that reasonable steps were taken to obtain key information that would enable an inquiry committee to assess a complaint.
