What is the nature of the "poisoned atmosphere" in the litigation?

British Columbia, Canada

The following excerpt is from Canada (Attorney General) v. Wang, 2001 BCSC 422 (CanLII):

As I noted in Chapman v. Her Majesty the Queen, the strong positions taken, and the tactics employed, by each side during the course of the rental litigation in that case have contributed to what can now only be described as a poisonous atmosphere. I noted that this has been fed by the cancer of the anger and frustration of the Band on the one hand at being obliged to accept what it considers to be significantly less than fair rent and, on the other hand, by the anger, frustration, and fear of the leaseholders at seeing their property values plummet, their security threatened, and their ability to sell their homes and assign their leases virtually (for the present at least) disappear. Thus, each side has attempted to shackle the other with a debilitating weight of litigation.
