What is the test for overturning a decision of the administrative decision maker?

Ontario, Canada

The following excerpt is from Longueépée v. University of Waterloo, 2020 ONCA 830 (CanLII):

By contrast, in Canadian Broadcasting Corporation v. Ferrier, 2019 ONCA 1025, 148 O.R. (3d) 705, leave to appeal refused, [2020] S.C.C.A. No. 59, this court quashed the decision of the administrative decision maker and remitted the matter for reconsideration. An important factor was that the administrative decision maker had not had a genuine opportunity to weigh in on the issue in question.
