The following excerpt is from Marvin Hertzman Holdings Inc. v. Toronto (City), 1998 CanLII 19426 (ON SCDC):

Generally the standard of review varies according to the nature of the error that is alleged to have been committed by the administrative body and a spectrum exists pursuant to which decisions rendered at one end of the spectrum will be interfered with if the decision is said to be patently unreasonable and decisions at the other end must be correct. (See Pezim v. British Columbia (Superintendent of Brokers), 1994 CanLII 103 (SCC), [1994] 2 S.C.R. 557, 114 D.L.R. (4th) 385.)
