When a member of staff at the YKCA reported allegations of harassment to the authority charged with dealing with them, was she acting as an officious volunteer?

British Columbia, Canada

The following excerpt is from Vedic Hindu Cultural Society v. Joshi, 2014 BCSC 1070 (CanLII):

In my view it can hardly be said that in so doing she was acting as an officious volunteer. Reporting allegations of harassment to the authority charged with dealing with them has been found to be an occasion of qualified privilege; see J.W. v. Van Bibber, 2013 YKSC 58 at paras. 65-67, aff’d 2013 YKCA 15; and Ha v. Harnois, 2004 SKCA 172 [Ha].
