The rules of statutory construction applicable to statutes are also applicable to municipal ordinances. ( Rodriguez v. Solis (1991) 1 Cal.App.4th 495, 502, 2 Cal.Rptr.2d 50 ; County of Madera v. Superior Court (1974) 39 Cal.App.3d 665, 668, 114 Cal.Rptr. 283.) When interpreting statutory language, " [w]e begin with the fundamental rule that our primary task is to determine the lawmakers' intent. [Citation.] The process of interpreting the statute to ascertain that intent may involve up to three steps....
