Moreover, whether there has been unreasonable delay or unreasonable action by the condemner is a question of fact. (Klopping v. City of Whittier, supra, 8 Cal.3d 39, 55, 104 Cal.Rptr. 1, 500 P.2d 1345.) This issue was tried before the court, and the court's findings are entitled to be upheld if supported by substantial evidence.
