In considering whether a constitutional violation occurred, our analysis includes three steps: First, we consider the type and amount of force inflicted to establish the severity of the intrusion on the individual's Fourth Amendment rights; second, we consider the government's interest in the use of that force; and third, we weigh the "gravity of the intrusion on the individual against the government's need for that intrusion."
