The methods that the legislative body employs to carry out its purpose are beyond attack without a clear and convincing showing that there is no rational basis for the legislation. People v. Weinberg, 537 N.Y.S.2d at 1008. Where an ordinance has been upheld, it is because the legislative showing has been eminently clear. Id. In the instant case, there was no rational basis for the enactment of the legislation and further, no valid purpose had been given to support the ordinance.
