What is the federal standard of review for one-to-one conduct credits?

California, United States of America

The following excerpt is from People v. Zimmerman, E056130 (Cal. App. 2013):

5. Defendant claims that review is pursuant to the federal standard of beyond a reasonable doubt of Chapman v. California (1967) 386 U.S. 18, 24. We have rejected that there was a violation of his federal constitutional rights.

6. We note that defendant would not be eligible for one-to-one conduct credits under former sections 4019 and 2933, subdivision (e)(1) because of his prior conviction of a violent felony. (See People v. Hul (2013) 213 Cal.App.4th 182, 186-187.)
