The following excerpt is from People v. Proctor, 15 Cal.Rptr.2d 340, 4 Cal.4th 499, 842 P.2d 1100 (Cal. 1992):

The next factor to be considered is the size of the community. " 'The larger the local population, the more likely it is that preconceptions about the case have not become imbedded in the public consciousness.' [Citation.]" (People v. Jennings, supra, 53 Cal.3d 334, 363, 279 Cal.Rptr. 780, 807 P.2d 1009.) The size of the county by itself is not determinative; rather, the critical factor is whether it can be shown that the size of the population is large enough to neutralize or dilute the impact of adverse publicity. (Ibid.)
