With two exceptions I shall deal with below, the parties agree that the standard of review is reasonableness, and that is defined in Dunsmuir v. New Brunswick, 2008 SCC 9, and the many decisions since, as to whether the decision under review falls within “a range of possible, acceptable outcomes which are defensible in respect of the facts and law”: see para. 47.
