The amendment should be allowed. On applications for judicial review, it is necessary for the court to decide upon an appropriate standard of review: Pezim v. British Columbia (Superintendent of Brokers) (1994), 1994 CanLII 103 (SCC), 114 D.L.R. (4th) 385 (S.C.C.). It would be inappropriate for the court to consider only the standard of patent unreasonableness. The court must be free to consider the various standards available for review.
