It is not the law that steps must be taken to avoid all accidents. The standard imposed is of reasonable conduct. No one is bound to act so to rule out any possibility of accident (Swift v. MacDougall, 1974 CanLII 211 (SCC), [1976] 1 S.C.R. 240).
