As stated in Lake v. Canada (Minister of Justice)[10], “The purpose of providing reasons is twofold: to allow the individual to understand why the decision was made; and to allow the reviewing court to assess the validity of the decision. The …reasons must make it clear that he considered the individual’s submissions… and must provide some basis for understanding why those submissions were rejected.”
