Does the term “proceeding” apply to the entire action?

Ontario, Canada

The following excerpt is from Schwartz et al. v. Collette, 2021 ONSC 2138 (CanLII):

The Plaintiffs submit that the term “proceeding” should not be defined so broadly as to permit dismissal of the entire action. They cite Rizvee v. Newman, 2017 ONSC 4024, in support of their position. At the very least, they submit that this court is not required to dismiss the entire action.
