What is the effect of construction on the court's premises?

I cannot refrain from evincing my concern, by way of postscript, that this case must be our Northwest Territories equivalent of Jarndyce v. Jarndyce, even though conducted by litigation specialists from beyond our boundaries. And it is equally a matter of concern and regret that the exigencies of circuit work in this extensive jurisdiction, coupled with disruptions from construction on the court's premises, have prevented earlier delivery of this decision and these reasons for it.
