Is there a need for protection for a child who was apprehended at birth?

Manitoba, Canada

The following excerpt is from Director of C.F.S. v. C.A.M. and F.W.W., 2006 MBQB 44 (CanLII):

I have no hesitation in finding the children to be in need of protection at the relevant times. S. was apprehended at birth on […], 2004. The parties entered into a consent supervisory order dated July 29, 2004. The existence of that order deems there to have been a need of protection with respect to S. both at apprehension and on the date of the making of that order (see Winnipeg Child and Family Services v. J.M.F., 2000 MBCA 145, [2000] M.J. No. 594).
