The rational connection between the screening protocol and the safety of persons in Police Headquarters is self-evident: see RJR-MacDonald v. Canada, 1995 CanLII 64 (SCC), [1995] 3 S.C.R. 199, at paras. 155-56. There was also evidence that since its implementation, the screening process had been effective in keeping at least some dangerous individuals and items out of the building.
