Can a complaint be accepted on the basis of prejudice?

British Columbia, Canada

The following excerpt is from Hoang v. Warnaco and Johns, 2007 BCHRT 24 (CanLII):

As noted in Read v. Century Holdings Ltd. dba Best Western Tsawwassen Inn. 2003 BCHRT 52, at para. 78, the existence of some prejudice will not be sufficient; substantial prejudice must be established in order for a complaint not to be accepted on this basis. Considering all of the materials before me, I am satisfied that no one will suffer substantial prejudice as a result of the complaint being accepted.
