What is the effective date for calculating interest on costs?

Alberta, Canada

The following excerpt is from Clay v. Petro-Canada, 2006 ABCA 104 (CanLII):

The chambers judge erred in law in concluding that the effective date for calculating interest on costs was the date those costs were quantified. Making the respondent responsible for costs from the date it accepted the settlement offer is also an appropriate outcome since the respondent has had the use of the funds since then: Madge v. Meyer at para. 11. Conclusion
