It is unquestionable that the effect of registering this individual will attach a great stigma to him, but that stigma attaches to every offender. It is unquestionable that this will serve as a great intrusion into his life, but every offender will feel that intrusion. Recalling MacGregor J. in R v. Yu, “an exemption from it must necessarily require a more severe impact on a particular offender than what is common to all offenders who are ordered to register.”
