As stated by the Tribunal in Fisher v. York University, 2011 HRTO 1229 at para. 42: The duty to accommodate includes both procedural and substantive components. The procedural component requires that the respondent undertake a reasonable investigation to understand the applicant’s learning disability and needs for accommodation. The substantive component requires that the respondent provide reasonable accommodation or demonstrate that it is impossible to accommodate the applicant without undue hardship. The respondent is not obliged to provide perfect accommodation. The onus is on the respondent to demonstrate that, procedurally and substantively, it did what was reasonable in the circumstances to accommodate the applicant up to the point of undue hardship.
