Courts are reluctant to admit the statements of individual members of governing bodies for the purpose of impugning the law as written. It is generally the purpose of the law itself that is of concern, not the specific intention of a specific member of the legislature or of council: see British Columbia Teacher’s Federation v. Attorney General of British Columbia 2008 BCSC 1699.
