Does a former partner of a partnership have the legal effect of bringing an action against each partner of the partnership?

British Columbia, Canada

The following excerpt is from Albion Securities Company Ltd. v. Lorne Milne, 2002 BCSC 377 (CanLII):

There is comment in Surrey Credit Union v. Willson (1989), 41 B.C.L.R. (2d) 43 (S.C.) that an action against a partnership has the same legal effect as bringing action against each partner of the partnership who was a partner at the time the action arose. But this was said in connection with a decision including a former partner as a person subject to discovery under Rule 27(7). The decision does not consider the scope of further examinations of persons who do not fall into the category of partners or former partners.
