What is the meaning of s. 35 (c) of the Canadian Civil Rights Act?

British Columbia, Canada

The following excerpt is from Quigley v. Insurance Corporation of British Columbia, 1988 CanLII 2951 (BC CA):

There is some question about what is meant by rights "accruing" or being "accrued" in s. 35 (c). See Abbott v. Min. for Lands, [1895] A.C. 425 (P.C.). But no similar problem arises from the concept about rights being "acquired". The clause in Abbott did not refer to "acquired" rights.
