Does a settlement agreement preclude a complaint from being brought?

British Columbia, Canada

The following excerpt is from West v. A.M. P.M. Service Ltd. and Bushek, 2004 BCHRT 326 (CanLII):

In some instances, the existence of a settlement agreement will mean that proceeding with a complaint would not further the purposes of the Code: Thompson v. Providence Health Care, 2003 BCHRT 58, at para. 33. However, in this case, I do not have sufficient information before me to make that finding.
