The AGBC submitted that the CBABC has failed to establish the existence of a “group,” but a claim based on a lack of money, a basis rejected in Thibaudeau v. Canada, 1995 CanLII 99 (SCC), [1995] 2 S.C.R. 627, 124 D.L.R. (4th) 449 at para. 122: 122 . . . First, the group cannot be subdivided by income level: this is not a characteristic attaching to the individual.
