Does post-judgment interest apply from the date that an offer to settle is delivered?

British Columbia, Canada

The following excerpt is from Couture v. Oviatt, 2009 BCSC 15 (CanLII):

In Syed v. Randhawa, the court decided that a party who has obtained an order for costs is entitled to interest on the assessed or agreed costs from the date of the judgment for costs unless the court orders that costs are not payable until some later date (my emphasis). The decision does not address whether post-judgment interest applies from the date that an offer to settle is delivered.
