The following excerpt is from Lepage v Bowen Island Municipality, 2018 BCSC 613 (CanLII):

The overall purpose of the summary judgment rule is to weed out and prevent meritless claims or defences from proceeding to trial, promptly and inexpensively. If the claim or defence is bound to lose, then summary judgment should be granted at an early stage to avoid an unnecessary waste of time and expense: Balfour v. Tarasenko, 2016 BCCA 438, at paras. 41-42.
