Section 2(a) does not require government to facilitate the practice of religion, beyond refraining from restricting existing rights based on religious belief. Because certification of TWU's proposed five-year teacher education program is not an existing right, a limitation upon it could not engage s. 2(a) of the Charter. Support for that opinion may be found in the separate concurring opinions of Sopinka J. (Major J. concurring), L'Heureux-Dubé J. and McLachlin J. in Adler v.
