What is the test for a primary parent in a child protection case?

Ontario, Canada

The following excerpt is from Scheurmann v. Grolway, 2021 ONCJ 503 (CanLII):

To quote Justice Hoshizaki in her decision of Nestie v. Krause of July 19, 2021 from the Ontario Court of Justice, “The mother is playing a dangerous game as it could lead to the loss of primary parent status. It is always in a child’s best interest to have significant unsupervised parenting time with each parent unless clearly proven that there is a safety concern.”
