The standard of review upon which courts may review intra vires municipal decisions must be one of patent unreasonableness. Municipal councils are elected representatives of their community and accountable to their constituents. Municipalities often balance complex and divergent interests in arriving at decisions in the public interest: see City of Nanaimo v. Rascal Trucking Ltd. (2001), S.C.R. 342, at para. 35.
