What is the standard of review on a judicial review of a decision of the Superintendent to uphold an IRP?

British Columbia, Canada

The following excerpt is from Adams v. British Columbia (Superintendent of Motor Vehicles), 2019 BCCA 225 (CanLII):

The standard of review on a judicial review of a decision of the Superintendent to uphold an IRP is reasonableness. On an appeal from the judicial review decision, the question is whether the chambers judge erred in law in the application of the reasonableness standard of review. That question is to be determined on the correctness standard of review: Sutherland v. British Columbia (Superintendent of Motor Vehicles), 2018 BCCA 65 at paras. 27–28.
