The following excerpt is from Hill v. Murray, 2014 BCSC 1528 (CanLII):

I understood the proviso to mean that the reports were not admissible as expert evidence. That is consistent with the law relating to medical records. As pointed out in Edmondson v. Payer, 2011 BCSC 118, at para. 39, the court cannot use clinical records to determine a medical diagnosis in the absence of expert opinion.
