If a party marries for the purposes of immigration, can that marriage still be deemed valid?

The following excerpt is from Natanj v Nasiri, 2018 BCSC 1122 (CanLII):

... absent a finding of fraud, it bears noting that even if a party marries for the purposes of immigration, the marriage may still be deemed valid. Campbell J., in Ali v. Ahmad, [2002] O.J. No. 397, [2002] W.D.F.L. 183 (Ont. S.C.), at para. 37, held that the “ulterior motives” relating to marriage for immigration purposes were “irrelevant to the determination of whether there was a binding marriage”, and thus “immigration motivation” could not be relied upon in order to obtain an annulment, or an order that the marriage was void or voidable on the basis of such "fraud".
