1 Oucho Saelee claims, in his reply brief, that the evidence was insufficient to support his convictions for possession of opium with intent to distribute it and conspiracy to distribute opium. Because "legal issues raised for the first time in reply briefs are waived," United States v. Bentson, 947 F.2d 1353, 1356 (9th Cir.1991), we do not consider this claim.
