1] To consider the problem presented it is necessary to set forth certain rules of construction applicable to charters, ordinances and the power of the city council. Ordinances are invalid if they conflict with the charter. (Action v. Henderson (1957) 150 Cal.App.2d 1, 13, 309 P.2d 481.)
